    Harold Joseph Heno was born on November 6, 1902 in New Orleans Louisiana to parents Gwendoline Magdalene Berger (1880-1905) and Adolphe Anthony Heno (1877-1913). He had four half siblings: Gladys Mildred Heno (1908-2003), Mary Olga Heno (1910-2001), Vardaman Arthur Heno (1911-1976), and Thomas Adolph Heno (1913-1974). He was born, raised, and lived all of his life in New Orleans. Harold attended P. G. Beauregard School on Canal Street in New Orleans, LA. He was an avid baseball fan and in his youth played semipro for the CocaCola team. On March 8, 1941 he married Yvonne Ruth VonWolff (1917–1998) in New Orleans and the couple had five children together; Harold J. Heno Jr., Delores Elaine Heno, Howard S Heno, Harriet Jane (Heno) Sanders, and David R Heno. Harold worked as a Shipping Clerk for Luxury Spaghetti Co. in New Orleans and later opened his own business "The Avenue Sandwich Shop" which he operated until his death.

In 1933, Harold was 31 years old when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.
