In 1913, in the year that Gilman C Foster was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1945, by the time this person was 32 years old, on April 12th, President Franklin D. Roosevelt died of a cerebral hemorrhage in Warm Springs, Georgia. At 1p, he was sitting for a portrait when he complained that he had a "terrific pain" in the back of his head and collapsed. A doctor was summoned and the doctor gave him a shot of adrenaline into his heart. It didn't help and he was pronounced dead at 3:30 p.m. A slow moving train took him back to Washington D.C. while thousands of mourners lined the tracks. He was buried at his home in Hyde Park, New York.
