In 1882, in the year that Georgie Downing was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1905, at the age of 23 years old, Georgie was alive when the Industrial Workers of the World was founded. An international labor union founded in Chicago, it was most often referred to as the "Wobblies" and had ties to the socialist movement and the anarchist movement. At its peak, it had 150,000 members.
