In 1868, in the year that George Guild Palmer was born, on February 24th, three days after his attempt to dismiss United States Secretary of War Edwin M. Stanton - who was opposed to Johnson's leniency towards the former Confederacy - the US House of Representatives voted (126 to 47) to impeach Andrew Johnson. Johnson was later acquitted in the Senate by one vote short of the required 2/3rds.Senators crossed party lines to keep Johnson as President.

In 1875, he was just 7 years old when on March 1st, Congress passed the Civil Rights Act. The Act prohibited racial discrimination in both public accommodations and jury duty. Opposed by the public, the "public accommodations" sections of the Act were overturned by the Supreme Court eight years later.
