    George Edward Germain was born to Frederick Dominick "Buster" Germain Jr. (1906-1977) and Ruth Carl Germain (1907-1930). He had one sibling, a brother named Ernest John "Ernie" Germain (1928-1994). Ernie died on February 16, 1994 - just a little over 2 months before George. In the 1930s Census, George was 2 years old and living with his grandfather, Wilfred Germain, at 142 Elm Street in Albany New York. His mother had died when he was a little over 2 years old. His brother Ernest, age 1, was also living in the household. According to the 1940 census, he was 12 years old and living at the Lasalle School and Male Orphanage in Albany NY having completed the 5th grade. Brother Ernest was not listed as living at the orphanage. George was a veteran of World War II. He enlisted in the United States Navy on October 13, 1944, and was discharged on July 4, 1946.

Frederick's parents, George's paternal grandparents, were Frederick Dominick Germain (1883-1949) of Lyon Mountain, New York and Marie Eveline "Albina" Lafrance (1883-1949) of Cohoes, NY. George's mother, Ruth Carl was born on December 26, 1907 in Voorheesville, NY and grew up in New Scotland, Albany County New York. She married Frederick on December 2, 1926 and raised their kids in Albany, NY. She passed away on March 15, 1930 in Albany.

When he was two years old, George and his brother were living with their grandparents. He first married Pauline Crosby McCabe (1931–1993) in North Canaan, Connecticut on December 16, 1952. The couple had a daughter together and then later separated. George married again on May 25, 1962 in Albany, NY to Lillian M. Collins (1939–2022). The couple had two sons and three daughters including Todd Germain (1963-2019) and Renee Diane Germain (1965-2007).
