In 1913, in the year that Genell D Marshall was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1920, Genell was only 7 years old when Italian born factory worker Nicola Sacco and fish peddler Bartolomeo Vanzetti were picked up by police on May 5th in connection with the April 15th murder and robbery of a guard and a paymaster at the Slater and Morrill Shoe Company in South Braintree, Mass. Although in later years they were thought to be innocent, they were anarchists and were convicted of the crime and put to death.
