In 1924, in the year that Frederick Culp Kooker was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1934, by the time he was merely 10 years old, on July 22nd, gangster John Dillinger was killed in Chicago. His gang had robbed banks and police stations, among other charges, and he was being hunted by J. Edgar Hoover, head of the FBI - although many in the public saw him as a "Robin Hood". A madam from a brothel in which he was hiding became an informer for the FBI and, after a shootout with FBI agents, Dillinger was shot and died.
