In 1894, in the year that Forest Livesay was born, large reserves of oil were discovered on the Osage Indian reservation in Oklahoma. Previously thought to be "useless" land - not even good for farming - the tribe had bought the land themselves. The discovery of oil made the Osage the "richest group of people in the world" at the time.

In 1910, at the age of 16 years old, Forest was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
