In 1899, in the year that Fay Ratliff was born, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.

In 1901, at the age of merely 2 years old, Fay was alive when the first Nobel Prizes were awarded. Chemist and engineer Alfred Nobel, who died in 1896, had provided in his will for prizes in physics, chemistry, and physiology or medicine, who have produced the most distinguished literary work of an idealist tendency, and who have contributed the most toward world peace. The winners in 1901 were: Wilhelm Conrad Röntgen for physics, Jacobus Henricus van't Hoff for chemistry, Emil Adolf von Behring for physiology or medicine, Sully Prudhomme for literature, and Jean Henry Dunant and Frédéric Passy for peace.
