In 1886, in the year that Eupheme Foster was born, on June 13th, the "Great Vancouver Fire" destroyed most of Vancouver, British Columbia. A small brush fire got out of control and spread to the rest of the city. Dozens of people died and it was only after the fire that money was raised for a fire hall. The local Squamish tribe rescued people who had jumped into bodies of water to escape the conflagration.

In 1913, at the age of 27 years old, Eupheme was alive when the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
