Ethel Jean (Roy) Ogleby of Brunswick Australia was born in December 1910 in Coburg, City of Merri-bek County, VIC to William Roy and Rose May (Stenton) Roy. Ethel Ogleby had siblings Kenneth Roy, Wallace Roy, and Ernest Roy. She married William Thomas Ogleby in 1935. She married Reginald Arundel Rawling in 1962. Ethel Ogleby died at age 86 years old on October 23, 1997 in Melbourne.

In 1910, in the year that Ethel Jean Roy was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1935, Ethel was 25 years old when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
