Elizabeth Ann (Colbert Legare) Busch was born on December 10, 1954 in St. Louis, St. Louis County, Missouri United States to James William Colbert Jr. and Lorna Elizabeth Colbert, and has siblings James William Colbert III, Edward Tuck Colbert, Mary (Colbert) Denger, William George Colbert, Margaret Anne Keegan, Thomas Francis Colbert, John Andrew Colbert, Paul Joseph Colbert, Peter Michael Colbert, and Stephen Tyrone Colbert. She married Robert Walker Legare in 1976 in Charleston, Charleston County, South Carolina and they later divorced in 1995 in Charleston. They had children Mary Elizabeth Middleton, Robert Walker Legare Jr., and Catherine (Legare) Wilhoit. She would also marry Claus Wyman Busch III in 2003 in Charleston, Charleston County.

In 1954, in the year that Elizabeth Ann Busch was born, from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.
