Edward James Hughes of VIC Australia was born in April 1894 in Ararat, Ararat Rural City County to Annie Amelia (Miller) Hughes and Michael Richard Hughes. He had siblings Martha Isabella Hughes, Charles Henry Hughes, William Richard Hughes, Sarah Jane (Hughes) Nikkelson, and Annie Amelia Hughes. Edward Hughes died at age 74 years old in 1968.

Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
