    Conway Roy Higgins was born on June 3rd, 1913 in Yancey County, North Carolina to Isaac Monroe Higgins (1877 - 1925) and Margaret "Maggie" Mae Peterson (1884 - 1919) and he had siblings Leonard, Esther, Admiral Dewey, Edith, and Clarence Higgins. He also had a half-sister, Zora Higgins. Conway R. Higgins, who was 21 years old, married Marjorie Tipton (1916 - 2002), who was 18 years old, on September 3rd, 1933 in Yancey, North Carolina and they had six children: Richard, Janevieve, Brenda Sue, Mary, Walter and Jeanette. When he was 27 years old, Conway described himself on his October 1940 World War II draft card as being five feet eleven inches tall and as weighing 146 pounds. He had blue eyes, brown hair, and a "light" complexion. Conway was survived by his wife, children, and two siblings: Esther and Clarence, as well as fourteen grandchildren and five great-grandchildren.

In 1913, in the year that Conway Higgins was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1935, at the age of 22 years old, Conway was alive when on September 8th, Louisiana Senator Huey Long was shot by Dr. Carl Weiss. Weiss was shot and killed immediately by Long's bodyguards - Long died two days later from his injuries. Long had received many death threats previously, as well as threats against his family. He was a powerful and controversial figure in Louisiana politics (and probably gained power through multiple criminal acts). His opponents became frustrated with their attempts to oust him and Dr. Weiss was the son-in-law of one of those opponents. His funeral was attended by 200,000 mourners.
