In 1874, in the year that Ciro Trentacoste was born, on September 14th, the Battle of Liberty Place occurred in New Orleans - the capital of Louisiana. Some members of the previous Confederate Army assembled for the purpose of "driving the usurpers from power" and the Republican Governor - William P. Kellogg - was physically driven from his office. The former Confederates temporarily replaced him with (the former) Democratic Governor John McEnery. Federal forces arrived, put down the insurrection, and five days later the legally elected government was restored.

In 1920, at the age of 46 years old, Ciro was alive when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
