In 1912, in the year that Cheng-Lu Mao was born, the Girl Scouts of the USA was started by Juliette Gordon Low with the help of Sir Robert Baden-Powell, the founder of Boy Scouts in Great Britain. She said after a meeting with Baden-Powell, "I've got something for the girls of Savannah, and all of America, and all the world, and we're going to start it tonight!" And she did.

In 1924, Cheng-Lu was just 12 years old when J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
