In 1904, in the year that Chas R Manuel was born, the World's Fair, officially known as the Louisiana Purchase Exposition, was held in St. Louis, Missouri. Attended by nearly 19.7 million people (and later the subject of a Judy Garland film), the Fair was funded by federal, state and local sources to the tune of $15 million. As the name suggests, the Fair was suggested as a way to celebrate the Louisiana Purchase in 1803. In the past, World's Fairs were a way of bringing new technology to the attention of the masses and this fair was no exception - the use of electricity (the public feared it at the time), personal cars, airplanes, and the electric streetcar were all highlighted.

In 1913, by the time he was only 9 years old, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
