Charles Henry Pankey of Odessa, Ector County, Texas was born on February 9, 1919. He married Katie (Morgan) Pankey on December 12, 1983 in Bastrop County, TX and they later separated on March 20, 1984 in Travis County. He would also marry Gwynetha (Haines) Pankey on April 9, 1987 in Burleson County and they later separated on May 26, 1988 in Travis County. Charles Pankey died at age 87 years old on September 14, 2006.

In 1919, in the year that Charles H. Pankey was born, in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.
