He had siblings Edward John Lugg, Eleanor Jane (Lugg) Long, Ada Selina Lugg, Francis Alfred Lugg, Thomas Erskine Lugg, Alice Lavinia (Lugg) Trigg, Elsie Milvena Lugg, Clarence Alexander Lugg, Frederick Oscar Lugg, Norris Leslie Lugg, William Henry Lugg, and James Samuel Lugg. He married Allison Isabel Pegg in 1912, and had a child Mermah Alison Lilian Lugg. Charles Lugg died at age 58 years old on November 28, 1938 in Altona, City of Hobsons Bay County.
