Catherine (Govan) Dow of Ballarat, City of Ballarat County, VIC Australia was born on November 24, 1873 in Sebastopol, Sonoma County, California United States to James Wilson Govan and Agnes Catherine Wilson. She had siblings James Govan, Robert Govan, Margaret Mary Govan, Walter Govan, Jean Govan Mathers, William George Govan, John Govan, Albert James Govan, and Alexander Harry Govan. She married John Malcolm Harold Dow in 1894, and had children Gordon Wilson Dow and Graham Govan Dow. Catherine Dow died at age 84 years old in 1957 in Ballarat, City of Ballarat County, VIC Australia.

In 1873, in the year that Catherine Govan Dow was born, on March 3rd, the U.S. Congress enacted the Comstock Law. The law made it illegal to send any "obscene, lewd, or lascivious" material through the U.S. mail. This included erotica, contraceptives, sex toys, abortifacients, information about these items, and "personal letters alluding to any sexual content or information".

In 1884, at the age of only 11 years old, Catherine was alive when on May 1st, the Federation of Organized Trades and Labor Unions - a US association - first resolved that "eight hours shall constitute a legal day's labour from and after May 1, 1886, and that we recommend to labour organisations throughout this jurisdiction that they so direct their laws as to conform to this resolution by the time named." Previously, workdays would consist of 10 to 16 hours a day - 6 days a week. It would take years before the 8 hour workday became common practice - and longer before it became a law.
