Dr Lawrence G Mallon
Bernard "Ray" McConnon was a loyal graduate of Notre Dame University and career CIA Counter-Intelligence-Counter Espionage (CI CE) officer involved in Iran-Contra and BCCI investigations and a long time resident of Pelham New York before moving to Northern Virginia. He was employed by US Rep Mario Biaggi D-NY a former highly decorated NYPD Detective. As Counsel to the Coast Guard Subcommittee in the US House of Reps Ray served as my investigator and liaison to the Select Committee on Narcotics and Select Committee on Assassinations from 1977-79. Among the individuals Ray introduced us was Jim Angleton Chief of Counter Intelligence CIA and liaison to the Select Committees. Ray investigated the origin and growth of seaborne heroin and cocaine from the Caribbean to CONUS through the USCG 7th District in Miami and the gaps in the Comprehensive Drug Prevention and Control Act which inadvertently removed the crime of drug smuggling on the high seas resulting in passage of the Drug Smuggling on the High Seas Act signed by my former boss and then President of the United States in November 1980- to this day the Federal criminal statute with the highest conviction rate in the US Code and USCG record contraband seizures to this date. His epitaph should be read and adhered to by the FBI Counter Intelligence branch that CI-CE missions are inseparable and mutually supportive!
