In 1875, in the year that Avelino Santana was born, on February 21st, Jeanne Calment was born in southern France. Her father was a shipbuilder and her mother was from a family of millers. She died August 4th, 1997 of natural causes - the world's oldest documented person to have ever lived - at the age of 122 years and 164 days.

In 1935, Avelino was 60 years old when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
