In 1889, in the year that Arthur Wagner was born, on February 22nd, President Cleveland signed a bill allowing North Dakota, South Dakota, Montana and Washington to become states. North and South Dakota became the 39th and 40th states on November 2nd, Montana became the 41st state on November 8th, and Washington became the 42nd state on November 11th.

In 1906, at the age of 17 years old, Arthur was alive when President Theodore Roosevelt received the Nobel Prize for Peace. The award was considered controversial at the time because many thought that he was an imperialist. But he had brokered peace between Russia and Japan a year previous and had allowed a dispute between Mexico and the U.S. to go to arbitration, resolving the issue peacefully rather than resorting to military conflict. For these two reasons, the Nobel Prize committee chose him for the Peace Prize.
