In 1895, in the year that Arthur Oreilly was born, on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.

In 1920, he was 25 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
