In 1919, in the year that Arthur G Wadford was born, in June, the Treaty of Versailles - officially ending World War I - was signed. The European Allies demanded "compensation by Germany for all damage done to the civilian population of the Allies and their property by the aggression of Germany by land, by sea and from the air.” The requirement of compensation is seen by most as the reason for the collapse of the German economy and gave rise to the rule of Hitler.

In 1921, when he was only 2 years old, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
