Arthur Eden Heron was born in 1868 to James Eden Heron and Martha Jane (Hames) Heron. He married Rosina Emily Heron, and they had a child Clarence Eden Heron. He also married Amelia Jane Watson Heron. Arthur Heron died at age 79 years old on February 12, 1948 in Hobart, TAS Australia.

In 1868, in the year that Arthur Eden Heron was born, on July 9th, The Fourteenth Amendment to the US Constitution was ratified. The Fourteenth Amendment guaranteed African Americans full citizenship and equal protection under the law. It also gave all persons in the United States due process of law. The former Confederate states hotly contested the amendment but were forced to go along so that they could regain representation in Congress

In 1873, Arthur was merely 5 years old when on March 3rd, the U.S. Congress enacted the Comstock Law. The law made it illegal to send any "obscene, lewd, or lascivious" material through the U.S. mail. This included erotica, contraceptives, sex toys, abortifacients, information about these items, and "personal letters alluding to any sexual content or information".
