In 1893, in the year that Ann Mcneece was born, on March 4th, Grover Cleveland became the 24th President of the United States. On July 1st, President Cleveland was operated on for a non-cancerous tumor in his mouth. He chose to have the operation secretly because he didn't want to worsen the financial depression that was occurring at the time.

In 1913, Ann was 20 years old when the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
