    Altamese (Baldwin) Black , also known as Labon Altermese Corbett, was born to John Corbett (1870 - 1908) and Lanie Baldwin (1864 - 1968) on March 28th, 1908 in Jacksonville, Florida and she had a sister, Ernestine Corbett, who was born in 1905. Altamese Baldwin married Willie Black on June 7th, 1943 in Duval, Florida and they had two sons, Willie Jr. and Herbert H. Black. She had previously married Luther James Gardner (1896 - 1988) and they had two daughters.

Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.

In 1935, by the time she was 27 years old, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
