In 1913, in the year that Almos Wells was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1944, at the age of 31 years old, Almos was alive when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.
