In 1921, in the year that Ada F Fisk was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1964, when she was 43 years old, in June, three young civil rights workers - Andrew Goodman and Mickey Schwerner from New York City, and James Chaney from Meridian, Mississippi - were kidnapped and murdered in Mississippi. Working with "Freedom Summer", they were registering African-Americans to vote in the Southern states. Their bodies were found two months later. Although it was discovered that the White Knights of the Ku Klux Klan, the Neshoba County Sheriff's Office and the Philadelphia, Mississippi Police Department were involved, only 7 men were convicted and served less than six years.
