In 1916, in the year that Del E Perry was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1920, Del was just 4 years old when speakeasies replaced saloons as the center of social activity. After the 18th Amendment was ratified and selling alcohol became illegal, saloons closed and speakeasies took their place. Speakeasies, also called a blind pig or blind tiger, were "so called because of the practice of speaking quietly about such a place in public, or when inside it, so as not to alert the police or neighbors". There were a lot of them and they were very popular. And where saloons often prohibited women, they were encouraged at speakeasies because of the added profits.
